This year, 2017, television screens are filled with stories of military operations in Syria and military exercises in Russia itself - and it seems to every citizen that a military man is a very highly paid profession and a military pensioner, having served the Motherland for more than 20 years - very wealthy and in nothing not a needy person. What other opinion can be formed after the ceremonial stories of the media?

But people who serve in the RF Armed Forces or have retired due to length of service know very well that not everything is so safe and good. These problems exist, but for some reason they are not discussed on the screens of state channels. Anything is discussed - there can be discussions about Trump and Poroshenko, refugees in the European Union for a whole month, but the real problems within the country are taboo. Meanwhile, even in such a seemingly prosperous Russian army, there are problems.

In this article we will not voice them in full, we will only say that the law on monetary support (allowances) for military personnel adopted in 2011 is not being implemented - or rather, its effect was simply suspended. Just like that, the simply established annual indexation of military pay was canceled and has not been applied successfully for 5 years. But we will touch upon the problems of military pensioners in more detail.

According to official statistics, as of 2017, there were 2,500,000 military pensioners in Russia. That is, citizens discharged from military service into the reserve, who are subject to the Federal Law of May 27, 1998 N 76-FZ (as amended on July 3, 2016) “On the status of military personnel.”

All these citizens, or as they often call themselves “military pensions,” are entitled to a long-service pension. To acquire such a right, a serviceman must have a continuous length of military service of at least 20 years.

Pensions for military pensioners in 2017

Now, regarding military pensions in 2017. Again, officials at all levels in the Ministry of Defense itself and in the Defense Commission of the State Duma assure the Russian population that a military pensioner is the wealthiest of all pensioners. And he gets so much money that he doesn’t have time to travel around the world. But the military pensions themselves know that this is far from the case.

Retired privates and sergeants with 20 years of service have a pension of about 8,000 rubles. This can also be calculated using a regular military pension calculator. And all those girls and women military personnel who come under shelling in Syria, having served 20 years, will receive the same 8,000 rubles. That's all the gratitude of our native state. And this woman, on a well-deserved military pension, will not go on a trip around the world - but will go to get any job for 8,000 rubles a month, because a person after serving in the army is not particularly needed by anyone and is not expected anywhere. A good places distributed a long time ago. And therefore the main source of income will still remain military pension. But the state did not fail here either.

A reduction factor of 0.54 was introduced into the law on pension provision for persons discharged from military service. Perhaps, such a “fair decision” of the state in the history of Russia and Soviet Union It hasn't happened yet. We don’t talk about other states at all. Moreover, this coefficient was introduced only for military pensioners.

This rule does not apply to judges of the Military Collegium of the Supreme Court Russian Federation and military courts, prosecutors (including military personnel of the military prosecutor's office) and employees of the Investigative Committee of the Russian Federation (including military investigative bodies of the Investigative Committee of the Russian Federation), pensioners from among these persons and members of their families.

Another “hiccup” in calculating a military pension is that for an ordinary state civil servant, the pension is calculated from the entire amount of earnings, including bonuses and additional payments, and for a military pensioner only from the amount of salary - salary according to position, salary according to military rank and percentage bonus for long service.

Indexation of military pensions

Since the salaries of military personnel have not been increased for 5 years, there has accordingly been no increase in military pensions in this regard. There was still hope for a fair indexation of military pensions. But it was not there. Since 2014, the provisions of Decree of the President of the Russian Federation of May 7, 2012 No. 604 have not been fully implemented.

That is, the total under-indexation over 5 years was more than 27%. And this is very decent money for military pensioners.

According to the general opinion of military pensioners, the incomplete implementation of Decree No. 604 actually discredits the state-guaranteed level of pension provision for military personnel, at which military pensioners could count on recalculation of pension payments above inflation.

Indexation of military pensions in 2017

On the indexation of military pensions in 2017. One indexing is planned and it has already taken place. In February 2017, military pensions were indexed (by only 4%) compared to civilian pensioners (5.4%). This is extremely low and offensive indexing. A huge number of appeals from military pensioners on this issue have been written to various authorities:

President and Supreme Commander-in-Chief V. Putin;
Chairman of the Government D. Medvedev;
Assistant to the President - Head of the State Legal Department of the President of the Russian Federation;
Chairmen of the State Duma and Federation Council;
To the Prosecutor General RF Yu. Chaika;
Minister of Defense S. Shoigu;
To the Chairmen of the State Duma Defense Committee V. Komoyedov (former) and V. Shamanov (current);
Commissioner for Human Rights under the President;
Chairman of the Constitutional Court of the Russian Federation;
The head of the Presidential Administration and many other officials and government bodies.

Military pensions in 2017 latest news

The main issues in these appeals are issues of injustice currently affecting military pensioners. In many replies and statements by high government officials, there is a concealment of the true state of affairs with the indexation of military pensions, and sometimes a direct distortion of the existing situation.

You can often read or hear that “... the legislative and executive authorities are working to increase the level of military pensions and prevent a decrease in the level of real incomes of military pensioners. So, in the period from 2013 to 2016. pensions for military pensioners increased by 28.6 percent, including by 4 percent in 2016.”

Are there really officials in all government agencies who do not know that it is necessary to take into account not only the indexation of military pensions, but also inflation for the same period? And inflation from 2013 to 2016 exceeded 40%. It turns out that actual size military pensions decreased during this period. Therefore, the statement “about preventing a decrease in the level of real incomes of military pensioners” - this is misleading public opinion .

Increase in military pensions 2017

The only indexation of military pensions planned in the 2017 budget took place. From February 1, military pensions were increased by 4%. This small indexation failed to reverse the steady downward trend in real military pensions since 2014. As a result, today (March 2017) military retirees can buy 6% fewer goods and services with their pensions than on January 1, 2012.

From April 1, 2017, social pensions will be indexed (old-age, disability and survivors' pensions). Social pensions will increase by 1.5%, which in monetary terms will be approximately from 65 to 180 rubles (depending on the disability group), as a result the average size pensions will be equal to 8774 rubles.

Thus, as a result of indexation, the average size of the social pension will increase by approximately 129 rubles, the social pension of disabled children - by 450 rubles, the disability pension of military personnel who served in conscription - by 181 rubles, and survivor's pensions. – for 155 rub.

All the best to you, dear military veterans! And hang in there - good health to you.

Why is everyone interested in pensions for military pensioners in 2017, all the latest news from the State Duma, indexation? After all, a lot changes in the country every year. Foreign policy, then internal, begin and end big projects, construction. Russia is developing, why do people regularly update news about?

Indexation, 2017

The authorities announced that the cancellation of 2016 was temporary and the arrival of 2017 confirmed this.
On February 1, the first indexation for pensioners already took place, amounting to 5.4%, confirming the statements made back on January 3, 2017, made by I. Sinevsky.

However, many military pensioners soon became indignant, because instead of the 5.4% promised, they received only a 4% increase, which was an extremely unexpected surprise. Questions remain for the authorities responsible for this, because the reasons for this discrepancy between promises and reality are unknown. Whether it was a simple mistake or something else is still unclear. Pensioners also noted the lack of certain benefits prescribed by law.

Military personnel do not yet know whether pensions will be increased in the future or whether indexation will continue. The authorities are making optimistic statements: the budget for 2017 has already been approved and pensioners will receive all payments in full. Moreover, even working pensioners will receive an increase, although indexation for their payments was canceled earlier. This may not be the last good news about promotion.

Discussion of pensions

A few years ago, a special law was adopted according to which pensions were automatically indexed annually. This made pensioners happy, because prices also rise every year, and the cost of tariffs for the same gas, electricity, and water increases. Food and clothing are becoming more expensive. Pensioners are a particularly vulnerable group of the population, because their main income is government payments. Of course, there are rich retirees who have built their own business and now, having transferred control to their sons or grandsons, live quietly on the interest on their income, being the owners of shares.

Others are happy under the care of a family - children and grandchildren are cared for and supported by their parents. This is right and good, because they raised and educated, having spent a lot of effort, now they can get a well-deserved rest. However, there are also thousands of lonely old people living in the country who are forced to provide for themselves. Others also support their families with their pensions and help their relatives. Some pensioners have chosen to live independently, deciding not to burden their grown children; let them build their relationships without interference. They live well on their own.

It doesn’t matter what the circumstances of retirees are, because they have worked tirelessly for many years, especially military retirees. They selflessly served for the good, defense and well-being of the Motherland. Their work is considered especially difficult and sometimes dangerous, so the circumstances of retirement for military personnel are different:

Length of service - if the years of service are 20 years or more, then you can resign, the person will be considered a full-fledged military pensioner with all the benefits that are due, even if his age is not yet old.

What changes in military pensions in 2017 and earlier forced people to pay closer attention to the news?

Last year, in 2016, the decree on annual mandatory indexation was violated and instead of increasing their pensions, people received a one-time payment (5,000 rubles). This was explained by the difficult situation in the country's economy; expenses were cut. Therefore, there were layoffs among civil servants, some had their salaries cut, and some projects were frozen. A year has passed and now there are new rumors that indexation will be completely abolished, as happened with the pensions of working pensioners.

Working pensioners are people who have already reached old age and retired from their main job. However, after this they found another job and, having officially settled down, receive a monthly salary. According to the government, this group of active pensioners is considered more prosperous when compared with ordinary pensioners who are on vacation and have no other source of permanent income.

Therefore, their pension size is smaller and indexation for it was cancelled. However, when such pensioners finish working and finally retire, they will move to another category, ordinary pensioners, and payments will increase accordingly, indexation will appear.

Another news soon became an increase in the recognized retirement age for both sexes (this applied to civilians, because they are considered pensioners only after reaching certain years). How can this apply to military pensioners if they have different conditions for receiving the same pension? Well, when a military man, already retired himself, reaches retirement age, he registers as a pensioner, receives his account and accumulates points like other pensioners. Then he will be considered both a military man and an ordinary pensioner.

Benefits for military retirees

The excitement is also caused by the interest of future retirees. After all, every person at some point thinks about the future, especially about old age. Mature people building a career monitor the increase or decrease in benefits and pensions, especially military ones. When and by how much will the military pension be indexed, will the benefits provided be reduced?

The question is not idle, because last years indexation of military pensions was “frozen”. And although former military personnel do not receive so little after the recent reform, many of them are concerned about the issue of promotion.

Let us recall that at the end of 2015, deputies of the State Duma considered a bill to abolish the indexation of pensions for military personnel until 2017. The reason for this decision, according to experts, was the economic situation - the country's budget for the current year simply would not have met the planned indexation of military pensions by 2%, as provided for by federal legislation.

However, on February 1, 2016, military pensioners still waited for indexation - their pensions increased by 4%. Is this too much or too little? According to official data alone, inflation in the country in the first three months of the current year 2016 was 2.1%. Actual inflation, as a rule, turns out to be several times higher (at least 2 or 3 times) than that which is cheerfully voiced on the pages of the media by officials and statisticians.

Thus, the economic crisis still hit pensioners, and it is not surprising that they are wondering whether there will be an increase in military pensions in 2017.

By the way, it is worth noting that it was initially planned to increase military pensions by 7% every year. As we see, in modern economic conditions this turned out to be completely impossible, because this forecast was compiled at high oil prices, long before the sanctions and the time when it “stormed” not only the Russian, but also the entire world economy.

But there is also optimistic news. At least, the government has been cautiously hinting lately that the country has already passed the “bottom” of the crisis. According to financiers, some stabilization in the economic sector is expected in 2017. And it would be logical, first of all, to return to acute social problems, including the issue of increasing the pensions of military pensioners.

True, even if the situation develops favorably, there is a risk that military pensioners will lose some benefits. There are rumors that the increase in pensions for military personnel in 2017 in Russia is planned to be achieved by reducing or completely eliminating free travel, preferential vouchers to sanatoriums and compensation for land taxes, which military pensioners currently enjoy. Let's hope that the government will not agree to such radical measures, although this moment this prospect seems quite real.

Another persistent rumor that may well turn into reality is that next year it is planned to index military pensions not twice, as has always been the case, but only once - in January or October. While this possibility is only being considered by officials at various levels, a final decision has not yet been made. The final option will depend on what the country will achieve by the new year, 2017, what economic indicators will be achieved and whether economic growth will be recorded or its stagnation will continue.

The total number of military pensioners in Russia is quite large and continues to grow. According to the most conservative assumptions, it is planned to allocate more than 3 trillion rubles only to increase pensions for military pensioners in 2017. Last news report that in 2016, 3.23 trillion will be spent on indexing pensions, and next year- already 3.36.

As you know, to obtain a military pension, only 20 years of service are required (that is, the minimum period of service). Thus, most military personnel have the right to a well-deserved rest at just over 40 years of age. Naturally, it is unlikely that a healthy man at that age will sit at home and watch TV - military pensioners, as a rule, very quickly find another job and earn “civilian service” and a second pension. It would seem that everything is fair and beneficial for the country, because it does not lose its workforce. But to some officials, having two pensions for the military seems an unjustified luxury in a crisis. It’s paradoxical, but true - the question periodically comes up about leaving the military with only one type of pension, of their choice. Will this be done in 2017? It is impossible to say for sure, although such a possibility exists. Or there is the option that “civilian” pensions for military personnel will be frozen and temporarily deprived of indexation. What the authorities will ultimately decide is anyone's guess.

By the way, there is another unpleasant rumor. Recently, the government has seriously thought about increasing the retirement age. Officials will begin to retire later this year, and in the near future the authorities will be working on schemes to increase the retirement age for other categories of citizens. It is possible that this will also affect the military.

It is assumed that in the future, in order to accrue a military pension, you will need to serve not 20, but at least 5 years more. Taking into account the fact that the military receives a well-deserved pension earlier than ordinary people, this seems to be an insignificant increase. And without a doubt, we should not lightly forget that service in the ranks of the Russian army is not always “dust-free” desk work, otherwise seniority would not come so early. This is a great responsibility, and constant combat readiness, frequent travel, readiness to carry out any order, and sometimes the need to participate in various types of military operations (although recently they prefer to call them “peacekeeping operations”, but the very essence of these “events” does not change this changes). The more military benefits and the earlier the pension, the more risks and less health. Let's hope that officials will not be able to ignore this fact when thinking up new laws on military pensions and benefits... or on their abolition and "freezing"

However, even if the retirement age for the military is raised, this will happen gradually and not in 2017. In the next couple of years, neither future nor existing military retirees should worry or worry about this.

Let's sum it up

Having analyzed the latest news about the indexation of military pensions in 2017, we can say with confidence that it will definitely happen. However, the question of how much (in rubles and percentages) it is actually planned to increase “military” pension payments remains open. It is also not yet known whether the indexation will take place in two stages or whether there will be only one increase.

Military pensions in Russia are expected to increase by at least 2% from January 1, 2017. The final amount will be known closer to December of this year.

In 2017, the government predicts an improvement in the economic situation. The financial crisis should subside, which will inevitably have a positive impact on the entire social system. Therefore, it is likely that the indexation of military pensions will cover the percentage of annual inflation.

There are also unpleasant moments:

  • the possibility of reducing or canceling some benefits currently enjoyed by retired military personnel and members of their families is being considered (free travel, holidays in sanatoriums of the Ministry of Defense, etc.)
  • second, “civilian” pensions for former military personnel may be “frozen” and no longer indexed
  • there is a possibility of increasing the period of service for calculating a military pension (by 5 years)

The Ministry of Finance announced its plans regarding what amounts will be allocated for defense over the next three years. So it is planned to spend more than 6 trillion rubles on this. The funds are planned to be spent on maintenance Armed Forces country, the most important item of expenditure was and remains the payment of allowances for the military. Read on for the latest news regarding the increase in pensions for military pensioners in 2018.

Difficulties in resolving the issue

Today, those liable for military service are negative about the new decree of the country's president, according to which benefits for former military personnel will be increased in such a way that pensioners will ultimately receive 2% more than the current inflation rate in the country. And this attitude is completely justified - people believe that the amount is too small.

In 2018, the pension increase is planned at 4%; according to the authorities, this exceeds the current inflation rate. According to the latest news, the forecast is quite optimistic; the budget has already included the amount of indexation that will be carried out from 2018 to 2020.

As Deputy Defense Ministry of the Russian Federation Shevtsova noted,

the next increase will occur on October 1, 2019 and October 1, 2020 - both times by 4%. The insurance pension of those military personnel who have sufficient civilian experience will be indexed in accordance with the general procedure. The last time this happened was on January 1, 2018 in the amount of 3.7%.

As for the increase in length of service that a serviceman requires in order to be able to retire, at the moment analysts believe that this is inevitable. The length of service will definitely be increased from 20 to 25 years, while this bill is just being developed. There has been no official news on this matter, so it is too early to worry.

Latest news regarding increased allowances for the military

On November 17, 2017, Deputy Defense Minister Shevtsova sent out a telegram to all deputy commanders of the troops, in which she informed about the government’s preparations to increase the salaries of all military personnel by 4% right from January 1, 2018. Due to this, it will be possible to increase the pension for military personnel, because it directly depends on the salary. They plan to continue the practice in 2019-2020.

In total, about 2.7 million people will experience indexation. First of all, this is a million employees in the Armed Forces, the National Guard, the fire service (which today is equivalent to military personnel). The intelligence service, FSB and FSO officers are also among the employees who will receive a pension increase.

The procedure for calculating the amount and its payment is regulated by Federal Law No. 166. Military retirement is due to various reasons. Depending on this, the size of the military pension changes, which is influenced by a number of factors:

  1. Length of service;
  2. Seniority;
  3. Does the person have a disability group and what is its nature?

What is the size of indexation planned for 2018?

The calculation of pensions for military retirees and people with a civilian profession are somewhat different. So the final amount of the benefit is influenced by:

  • SDD – salary amount, which consists of salary (varies depending on the position held) and an allowance for the military rank received;
    Bonus for existing length of service;
  • Reducing coefficient (in 2012 its value was 54% due to an acute shortage of finances in the budget, then it is planned to increase it annually up to 100%).
  • The reduction factor is a certain percentage of the allowance previously received by the military, which is now paid to the pensioner. Until 2008, we observed the growth of military pensions due to the adjustment of the coefficient, but now in 2018 it will not change and will remain at the same level - 72.23%.

Total military pension in 2018 will be calculated using the following formula:

  1. P = Dx (50% + 3% xN) xM, where:
  2. P – due payment amount;
  3. D – employee’s allowance until dismissal;
  4. N – service life over 20 years;
  5. M – size of the reduction factor.

A military man never receives a net salary; its value increases due to various types of allowances and additional payments. For example, a 25% bonus for length of service from 15 to 20 years, a regional bonus for service in the Far North, or special conditions of service.
As the president of the country noted, the salary of the military should not be less than that received by citizens working in leading sectors of the economy, for example, in finance. According to Rosstat, in 2017 the average wage employee of the financial sector amounted to about 80 thousand rubles. The average allowance for military personnel has probably already lagged behind this indicator, so the indexation of 4% is intended to bring it closer to this level. Due to the fact that pensions for retired military personnel are calculated based on the salary they previously received, pensions will also increase in 2018.

Who should expect a raise?

At the end of 2017, the State Duma adopted a bill introducing a number of amendments to pension legislation. According to him, in 2018 the period and amount of indexation of pensions for military personnel changed. The law is intended to balance federal budget throughout 2018-2020, minimizing the deficit.
At the same time, Russian retired military personnel were waiting for a revision of the reduction factor and its increase. In reality, this indicator was temporarily frozen, deciding to return to consideration in 2019, in exchange for a decision to index military pensions by 4%.

In total, the average pension of a retired military man will increase by about a thousand rubles and instead of today’s 24.5 thousand rubles it will be 25.5 thousand. The decision came into effect on January 1, 2018.

According to the current legislation, pension payments are assigned to those persons who have retired from the Armed Forces of Russia (including persons equated to them):

  1. Employees of the Ministry of Internal Affairs and the FSB;
  2. Former fire service employees;
  3. Employees of the prosecutor's office, executive and criminal systems, drug control service;
  4. Customs officers.

What can military retirees with insurance experience expect?

After leaving service, a former serviceman is given the right to get a civilian job. They become entitled to old-age pension payments subject to a number of requirements:

  • They are already of retirement age and as of 2018 they have 9 years of experience. Every year until 2025, the duration of the required work experience will increase to 15 years;
  • Earned the required number of pension points (as of 2018, this is 13.8 points).

For such retired military personnel, it is planned to index not only their military, but also insurance pension. The latter will be increased by 3.7%, which is slightly higher than the expected inflation rate - this is for unemployed former military personnel. Regarding employed persons, then the indexation of insurance benefits for them is postponed until 2019.

The total amount of pension insurance compensation for former military personnel is calculated according to the same principle as for civilians, with one small exception: the length of service obtained in military service. The total amount also depends on the salary received.

Eat a number of conditions, upon fulfillment of which the military pensioner is entitled to an increase to the calculated amount of the pension:

  • 32% above if there is a disabled dependent in his family, 64% if there are two, and 100% if there are three or more dependents;
  • Depending on the disability group received - from 100 to 300%;
  • From 100 to 200% to persons who have received the Leningrad siege award or to WWII participants.

Possibility of receiving a second pension

Many military personnel can qualify for a second pension payment: the first from the Ministry of Defense, the second from the country’s Pension Fund. To do this, you must meet a number of requirements, namely:

  1. Have sufficient work experience in a civilian position;
  2. For this person, the employer must pay contributions to the Pension Fund;
  3. Receive the minimum established number of points on the date of release;
  4. Reach retirement age.

If the applicant does not comply on any point, he is not entitled to receive a pension from the state. The Ministry of Defense will pay him pension payments.

Finally

Every pensioner who receives the only payment from the state in the form of a pension worries about whether there will be an annual increase. Timely indexation will help level out inflation growth and can increase living wage citizens. This will have a positive impact on financial condition former military. Due to the fact that the algorithm for calculating military pensions differs from regular pension payments, special regulations have been created to regulate this process.
In 2018, it is planned to increase allowances for all categories of military personnel, which will allow pensions for retired military personnel to be indexed by 4%. Moreover, the state budget has already included a gradual increase in pension payments throughout 2019 and 2020. The question of changing the reduction factor, which is required to reliably calculate the size of the pension, has been postponed until the beginning of 2019.

No one will be surprised by the information that military pensions cannot boast of a very impressive size, because today almost all pensioners are going through very difficult times and suffer from a lack of financial resources and rising prices for food and utilities.

Many people can no longer afford to buy the things they bought before, not to mention going somewhere abroad, so information about what the increase in military pensions will be in 2017 and whether there will be one at all is especially popular .

The latest news about pensions in Russia in the context of 2017 indicates that they will be indexed in the coming year, but the percentage increase will be somewhat smaller than originally expected.

It should be noted that previous indexations, which took place in February and April of this year, demonstrated to the population that it is becoming increasingly difficult for the Russian authorities to fulfill their social obligations.

Increasing pensions for military pensioners in 2017 - the latest news

It should be noted that on April 1, 2017, social pensions were indexed, as a result of which they increased by several percent, which in monetary terms will be approximately from 210-847 to 1200 rubles (depending on the disability group), so the average pension amount was 9 thousand rubles

At the same time, the average size of pensions for citizens with disabilities due to military trauma and participants in the Great Patriotic War Patriotic War receiving two pensions will increase accordingly by 1000 rubles.

Pensions for military pensioners in 2017, latest news from the State Duma I must say that labor pensions disability payments were not increased from April 1, the State Duma decided to postpone pre-indexation to October 1.

That is, we can conclude that despite the crisis, the authorities are doing everything possible to ensure that pensioners feel supported, albeit not as significant as they would like.
As for the indexation of military pensions on October 1, 2017, there will be no indexation.

Let us recall that the previous increase in pensions in Russia took place on February 1, 2017 and amounted to 5.4%, affecting non-working pensioners.

Indexation of state pensions

Providing state security is assigned to certain groups of persons. Funds are provided to pensioners upon reaching a specified age or if they have a disability.

Military pensioners can receive state disability payments in the following cases:

Disability occurred during conscription service;
- health problems were recorded up to 3 months after the end of service;
- disability was established 3 months after dismissal, but its cause was an injury, a concussion or a disease acquired in military service.

State disability benefits are also paid to citizens who suffered damage as a result of man-made and radiation disasters, WWII participants and residents of Leningrad during the siege.

Gossip, the site has become known. old-age pension is awarded to citizens who participated in the liquidation of the consequences of accidents at nuclear facilities, who lived in contaminated areas and who were evacuated from these areas.

State support is calculated on the basis of the social pension. Its size in 2017 is 5034.25 rubles. The amount received depends on the category of recipients and disability group.

The increase in state pensions took place in April 2017 by 1.5%. The growth of this type of pension is carried out taking into account changes in the cost of living indicators.

Indexation of insurance pensions

Certain categories of pensioners are entitled to receive two types of support: from military departments and Pension Fund RF. This usually happens in cases where, after completing service, the pensioner continues to work in the civilian sphere.

Military personnel have the right to insurance coverage if a number of conditions are met:

Registration in the Pension Fund of Russia insurance system and receipt of insurance premiums;
- achievement of the established age limit (60 years for men and 55 years for women);
- the presence of a minimum insurance period, which was not taken into account when assigning a military pension;
a certain amount of pension points.

Military pensioners apply for insurance coverage with the Pension Fund of Russia. The required insurance period and the amount of pension points are established annually. Their values increase every year.

When assigning a pension, the fixed payment is not taken into account. The pension is calculated by multiplying the total amount of points by their value in the year in which the maintenance is issued.

Additionally, military pensioners can form pension savings. These funds are generated from insurance contributions, as well as according to the program for co-financing pensions or channeling maternity capital funds.

In 2017, the indexation of insurance coverage was 5.4%. Payment increases occur annually in February. The indexation amount is calculated according to inflation indicators.
